Scott Franklin joined Exelon in March 2011 and currently contributes over of 27 years of cyber security experience to Exelon’s Corporate and Information Security Services team. A solutions-oriented cyber security professional, Scott has had notable successes leading a broad range of corporate cyber security initiatives while participating in the planning and implementation of cyber security solutions in direct support of critical business objectives. Scott has a proven track record of increasing responsibility in secure network design, systems analysis and development, and full life cycle project management, and a demonstrated capacity to implement innovative and effective cyber security programs that drive awareness, decrease risk exposure, and strengthen organizations. Scott has hands-on experience leading all stages of system development efforts, including requirements definition, design, architecture, testing, and support. An outstanding leader, Scott is able to coordinate and direct all phases of project-based efforts while managing, motivating, and leading project teams to success. Scott’s areas of subject matter expertise include cryptography, cyber security program development and implementation, as well as network security engineering. Most recently, Scott has led the development and implementation of SASE and Zero Trust solutions for Exelon and a recent spin-off energy company.

Currently, Scott is the Director of the Security Architecture and Engineering (CSAE) Team in Exelon’s Corporate and Information Security Services organization. The CSAE Team ensures that mission and business process-driven cyber security requirements are consistently and cost-effectively implemented in Exelon information systems, and the environments in which those systems operate, in a manner consistent with Exelon’s risk management strategy.

Previously, Scott served as the Smart Grid Security Lead for BGE’s Smart Grid Initiative Grant project, and was tasked with leading the Smart Grid Security Team to define, develop, implement, and support a Smart Grid Cyber Security Program to successfully meet all project, regulatory, and industry requirements for a secure Smart Grid implementation.

Prior to joining Exelon, Scott served as the Director of Enterprise Security at Merchant Link, a secure payments gateway company. At Merchant Link, Scott built and implemented an enterprise cyber security program as well as led the design and implementation of secure end-to-end cryptographic solutions to enhance payment card industry transactions. Scott was also responsible for preparing Merchant Link for successful PCI DSS and SAS 70 Type 2 audits, as well as implementing an application security program.

Scott has also served as an Information Security Manager at CareFirst BlueCross BlueShield, where he successfully led the largest cyber security project deployment in company history. In addition, Scott led the Special Investigations Team, a highly skilled group of incident response and forensics professionals tasked with handling the most sensitive HIPAA security investigations.
